We legalize personal use and keep trafficking illegal, or make multi-ton trafficking legal (move it staright to the U.S. or wherever)and hit hard the illegal narcomenudeos selling in front of schools, etc....

The personal use decriminilzation will help cut down on small cop police corruption and the amount of recreational users being locked in cells like hardened criminals, but it won’t stop cartels....mexico simply isn’y a big enough consumer (although addiction and user rates have increased alot) to make an impact on cartel movements thru recreational decriminilzation.
